Youngstown city council met Friday morning to approve a land transfer that could pave the way for a $1 billion project.

Council agreed in special session to a deal that will transer 191 acres of land from the city of Girard to the city of Youngstown for a possible expansion to V&M Star Steel.

The site is one of a couple sites being considered by the company for the expansion.

A final decision is expected from the company some time in December or January.
