    A flag is flying in Warren in memory of a toddler that passed away.  A flag raising ceremony took place on Wednesday at Courthouse Square in Warren honoring 3-year-old Amari Dewayne Allen. Allen suffered a traumatic brain injury and later died on May 8. The toddler's death was ruled a homicide.
