Lawsuit filed against Trumbull County Children's Services

WARREN, Ohio - There's more trouble brewing for the Trumbull County Children's Services Board.

The father of a toddler, whose life was cut short while in foster care, is now suing the children services board and the woman responsible for his daughter's foster care.

Thomas Cross is the father of Tiffany Sue Banks. In 2009, Tiffany was placed in the care of a foster parent, Bonnie Pattinson.

Cross claims during a supervised visit with his one and a half year old daughter, he complained to children's services about bruising on his daughter and dog hair in her baby formula.

Cross says the agency never responded to his claims prior to his baby girl's death in April of 2009.

Bonnie Pattinson pleaded guilty to involuntary manslaughter and was sentenced to nine years in prison.

Cross is seeking one million dollars in damages.

The Trumbull County Children's Services Board is currently under investigation involving Tiffany Sue Banks' biological mother Felicia Beemer, who, along with her husband Cody allegedly raped their 13 month old daughter during a supervised visit inside the agency.
