WARREN, Ohio- The Ohio Parole Board has denied parole for two people convicted of killing a person almost 10 years ago.

 Tarik Allen and Maximillion Bell, both 34, were convicted of kidnapping, robbery and involuntary  manslaughter in 1995 for the murder of Mark Heltzel. 

Heltzel, who was the brother of Trumbull County Commissioner Paul Heltzel. was found in Warren badly beatened. He was transferred to the hospital where he died three days later. 

Allen and Bell, teenagers at the time, were connected after an investigation revealed Heltzel had gave them a ride shortly before the incident.

Allen's next parole hearing in February 2018. Bell's next hearing is scheduled for February 2017.
