Salem considers requiring permits for oil and gas leases

SALEM, Ohio - Salem is still looking for ways to gain some control over gas and oil well drilling inside city limits.

City leaders scrapped an earlier proposal to control the placement of wells through zoning after learning that drilling locations are governed by state regulations.

Rick Drummond, Chairman of the City Council Rules and Ordinance Committee, says council is now considering legislation that would require property owners to secure a permit before signing leases that include property rights.

Drummond says the ordinance could give the city some say in where energy companies can place their wells. He says that council must first do some research to find out if the city has the legal power to require such permits.

Drummond says the city is primarily concerned with keeping drilling away from residential neighborhoods.
