Library giving blocked users a second change

YOUNGSTOWN, Ohio - The Public Library of Youngstown and Mahoning County is giving blocked users a second chance.

Starting Thursday local libraries are offering a conditional library card. The card gives privileges to those who owe the library up to $300.

The initial card cost is $5 or 10 percent of the total amount owed to the library. The full balance must be paid within two years.

The card allows the customer to borrow up to 10 items.
