WARREN, Ohio - The Trumbull County Prosecutor's office plans to file a civil lawsuit against the owners of the now shuttered Roadway Inn in Liberty Township.

County commissioners say the bed tax is used to fund the Trumbull County Tourism Bureau and the Western Reserve Port Authority.
