Survey: Employees don't trust Mahoning MCBDD management

YOUNGSTOWN, Ohio - A document regarding the Mahoning County Board of Developmental Disabilities has been made public after a call for transparency by commissioners.

The survey of 40 employees on workplace environment conducted last fall found significant distrust of senior management rooted in what the report described as a perceived inconsistency in the application of rules and polices, a perceived lack of respect for employees, and a perceived lack of understanding of the jobs performed by the employees.

The consultant recommended further review by the board, regarding discrimination, handling of employee complaints, and how performance issues are handled.

It is still unclear what led to Superintendent Larry Duck being placed on administrative leave last September and his subsequent resignation last month, which resulted in a severance package of more than 110 thousand dollars for Duck.

An Ohio Ethics Committee investigation found no serious wrong doing on Duck's part.

Commissioners Carol Rimedio-Righetti and David Ditzler say that they have not yet seen the report.

They hope to review it and find out more information, after a meeting with board members.
