PITTSBURGH (AP) - A Russian-born college student has pleaded guilty to charges that he built bombs without a license in his central Pennsylvania apartment.

Federal prosecutors in Johnstown last month filed the charge against 18-year-old Vladislav Miftakhov after months of negotiations with his federal public defender, who did not immediately return messages for comment Thursday.

Miftakhov is from San Carlos, California, and was attending Penn State-Altoona when he was arrested in January. He's been jailed since local police acting on a landlord's tip that he was growing marijuana in his off-campus apartment found bomb-making materials. Federal authorities later took over the case.

Miftakhov's attorney has said his client didn't intend to harm anyone with the bombs.

Miftakhov will return for sentencing Dec. 11 before U.S. District Judge Kim Gibson in Johnstown.
