AUSTINTOWN TWP., Ohio -

An Austintown man who is free on bond following his 16th OVI arrest by Campbell Police, has been fined and sentenced following his arrest by another police agency that said they saw him walking through a busy township intersection in an apparent state of intoxication.

David Black, 56, is the same man who was arrested by Campbell Police recently after they say they saw him failing to stop at a stop sign and driving a car with an open can of cold beer next to him.

At the time he was charged with his 16th DUI, open container and a stop sign violation.

On Tuesday, Austintown police were called to a bank where officials say an intoxicated man had attempted to open an account.

The bank manager refused to open the account for the man who was later identified as Black.

Police say while Black was walking to another bank, he crossed Mahoning Avenue against the red light and was almost struck by a car.

An officer who followed Black to a gas station said that Black appeared to be highly intoxicated.

Police say the Black told the officer that he couldn't be arrested since he wasn't driving a car.

The officer gave Black a court summons and told him that because of his intoxicated state, he would need someone to pick him up for his own safety.

Black appeared in county court on Wednesday and pleaded guilty to a charge of disorderly conduct while intoxicated.

He was fined $100 and ordered to perform four days of community service.

Black is scheduled to appear in Campbell Municipal court on the other charges he faces.
