The Ohio Department of Natural Resources, police and fire are investigating after they found a missing fisherman alive at Lake Milton Thursday morning.

Rescue crews were searching the lake overnight after 43-year-old Vincent T. Russo III was reported missing around 1 a.m.

21 News was on scene and saw Russo stumbling up a hill in swim trunks and no shoes around 5:15 a.m., and he seemed confused and disoriented. 

According to Milton Township's Fire Chief, Russo came from the woods nearby, which was an area they searched several times.

Officers say Russo was not identifying his presence towards law enforcement.

Officers spoke to Russo in his car, asking what had happened, but they say he is not cooperative. 

The man, who is from Poland, refused medical treatment at the scene.

Crews had found a fishing pole and Russo's kayak in the search, and knew he was wearing black swim trunks. 

Authorities used thermal imaging, SONAR, and K-9 agents to search for Russo. 

A woman claiming to be the man's girlfriend said the two were kayaking and fishing off of the dock around 6:30 p.m. Wednesday evening.

The woman said she went to her car and when she came back, he was gone.

An associate of the fire department said crews feared the man had ended up in the water and the current had dragged him downstream.

Investigators said the man was not wet when he came up the hill. 

ODNR will be working with local prosecutors to determine if charges will be filed.
