A spokesperson for Century Link blames outages on a fiber cable that was accidentally cut on Thursday.
Century Link says the sheared cable impacted internet and voice services, including 911 service, for some residential and business customers in the area.
According to Century Link, while some customers were able to dial 911 for emergency services, but then needed to provide location information because the service that allows that information to show up on a dispatcher's screen automatically would not work.
The City of Girard reported Friday morning that 911 police and fire emergency phone service was not working, but was restored as of 1 p.m.
