Sebring village manager given "below average" review, placed on paid leave

SEBRING, Ohio -

On Friday we told you Sebring's Village Manager has been placed on paid administrative leave for one week. 

Mayor and council members are still mum on why exactly Richard Giroux was placed on paid leave, but his latest performance evaluation obtained by 21 News shows council is overall less than pleased with his work. 

In addition, a special council meeting has been called for Tuesday at 7:30 where council is expected to discuss Giroux's employment with the village while in executive session.

Five out of six council members completed performance evaluation's on Giroux. The evaluation cover his performance from April 2018 to March 2019. Giroux's average rating was 1.8 out of five. That's considered between "below average" and "poor."

The most critical of the reviews came from Councilman Jim Cannell, who said Giroux "comes to work 30-45 minutes late everyday." Cannell also says n the review that Giroux is "cheating taxpayers" out of that time and "not getting out into the community at all."

Cannell adds, "Please leave our community. Please get out."

Other council member evaluations of Giroux offered some compliments such as Councilwoman Gail Crine who said, "I believe Rick has the knowledge to perform his job." Councilwoman Samantha Phillips said,  "I appreciate the amount of time and effort that goes into your financial reports."

However, the evaluations also contained negative feedback and suggestions for improvement. Such as Councilman Marvin Aberegg II who said,  "I do not believe constructive criticism is well received or taken to heart in a long term way." 

Councilwoman Phillips suggested Giroux should show "that you truly care about the future of the village and those who live here."

Councilman David Wright said, "Still need to work on citizen complaints. They feel like you don't care." Wright also called for Giroux to "get a better understanding what's going on in the village especially with the departments."

Councilwoman Crine suggested Giroux "to be more proactive with researching availability of grants."

Attempts to reach Giroux for comment were unsuccessful.

Giroux has been with the village for about six years. Including the time when high lead levels were reported in the village's water. At that time, our print partner, The Vindicator, reported Giroux was notified of the high levels nearly two months before Giroux said he was informed and months before residents were notified.
