ABC water district plans first projects as residents continue to voice frustration

Flood victims in Boardman are getting an idea of how the first round of money from the ABC (Austintown, Boardman, Canfield) stormwater district will be spent.

They continued to voice their frustrations before the district Wednesday afternoon.

Nearly 30 residents came to hear the ABC water district's plan to curb repeated flooding issues, hoping to be understood, not just heard.

"Every time it floods, this is what you get. Everybody comes in and talks about it, and it lasts for about a year, then it dries up, and nobody does anything else about it," said one resident.

Another resident demanded Boardman Township place a moratorium on new construction.
But roads superintendent Marilyn Kenner says all development that's been done since 2000 has had stormwater management factored in.
Former Boardman Township trustee Kathy Miller even weighed in; she says stormwater mitigation efforts dating back to the 1950s haven't worked.

"I turned over a whole box of flood recovery documents from when I was still in office, so get it all out, it's all in there," she said.

The ABC district, formed in 2009, has just started collecting money in the form of assessment fees for homeowners this past January.
Officials say it'll go toward several efforts to keep what happened two weeks ago in Boardman from ever happening again.
Boardman Township Administrator Jason Loree said he's also applying for state grant money to buy out a home and put more land in so that storm water overflow has someplace to go, but there's still more to do.

"Right now the work starts to do engineering, do studies to make sure what we're putting in is effective," said Loree.
