YOUNGSTOWN, Ohio - A Youngstown woman accused of shooting and killing her neighbor with at least two of his children in the home was in court on Friday.

Jasmine Fletcher is charged with aggravated murder. She is accused of killing father of five, Munir Blake, at a Lora Avenue home on the north side of Youngstown.

Fletcher showed no emotion as she was arraigned on the aggravated murder charge.

She allegedly shot her downstairs neighbor multiple times over what appears to be a dispute over electricity.

"They had their electric turned off upstairs a couple of days ago and she was plugging extension cords into their back porch without even asking them," says friend and neighbor Cheryl Hinchman.

So Blake called the police and officers came to the house and cut the extension cords.

Hinchman says then on Thursday around 4:30 in the afternoon two of Blake's children came running over to her house.

"The two kids come pounding on the door just bawling and hysterical saying that their dad was shot," says Hinchman.

Both Blake's nine-year-old son and 11-year-old daughter heard the argument over the electricity and then the gunshots.

They then allegedly saw Fletcher running from the house.

Hinchman says Blake's daughter, who they call Nay Nay, said Fletcher said I'll shoot you over this. "The father had said oh are you threatening me? And Nay Nay said next thing she heard was all the gunshots. It's sad. Very, very, very, over electric," Hinchman said

Fletcher has a criminal history that includes attempted robbery and burglary.

She's being held on one million dollars bond.
