A project that would bring a medical center complex to an area north of the Eastwood Mall is in its early stages according to those close to the plans.

21 News has learned that the Cafaro Company has applied for a permit needed under the Clean Water Act, to build a medical office building, a medical educational center, an assisted living and memory care facility, an office building, a mid-rise apartment building, a doctor's offices, and an additional building for expansion of St. Joseph's main hospital.

Mercy Health, which operates St. Joseph Hospital issued a statement in support of the Cafaro Company's EPA permit application. "We have looked at the Enterprise Park Concept as part of our planning of future service offerings in Trumbull County. As access remains a priority, we continue to look at ways to best serve our community," writes Jonathon Fauvie, Public Relations Manager for Mercy Health.

The Army Corps of Engineers is notifying residents of Howland and Niles about the permit application.

Cafaro Company spokesman Joe Bell tells 21 News that the venture, known as North Eastwood LLC. is in the initial stages of developing the acreage north of the mall. Bell says he expects it will be a long process.

The Trumbull County Auditor's website lists North Eastwood as the owner of 86 acres of land north of Kenyon Drive and Dawson Drive SE, and west of Niles Cortland Road.

According to the Secretary of State, North Eastwood was incorporated in 2015, with Anthony M. Cafaro, Jr. as the incorporator.
