Warren police say the driver of a tractor-trailer will not be cited after his truck struck and killed a woman in a wheelchair on Tuesday.

Chief Eric Merkel tells 21 News a witness began to shout when he saw the woman's motorized wheelchair moving behind the truck at the loading dock behind the Elm Road Plaza Giant Eagle just before 7:30 am.

The truck struck the 71-year-old woman who died at the scene.

Police have now identified the woman as Charlotte Lesher, who lived in apartments near the plaza.

The driver said he didn't hear the person who was shouting.

The chief said testing showed that the driver was not under the influence of alcohol or drugs.

Investigators say the driver was not cited since it does not appear that negligence was a factor.

The coroner's office says an autopsy will be conducted on Wednesday.
