Two people were arrested at gunpoint in Boardman Tuesday afternoon after an alleged shoplifting incident. 

According to a police report, one of the suspects, 57-year-old Angela Orr, attempted to leave the JCPenney in the Southern Park Mall with a shopping cart full of items she hadn't paid for. 

A loss prevention officer at JCPenney was able to prevent Orr from taking the items but was unable to stop her from fleeing. 

Police say Orr then fled in a grey Ford Focus driven by the second suspect, 61-year-old James Brown. 

That vehicle was found by police to be stolen out of Austintown.

Police located and stopped the vehicle approaching Shields Road on Market Street and instructed Brown and Orr to exit the car at gunpoint. 

During searches, police found crack pipes and other drug paraphernalia. 

Brown faces charges of receiving stolen property, drug paraphernalia, and active warrants out of Trumbull County. 

Orr faces charges of theft, drug paraphernalia, and a warrant out of Liberty. 

Both Brown and Orr are scheduled to appear in court on September 12.
