Former Youngstown police officer released from prison to halfway house

A former Youngstown police officer who still had six months left to serve in prison has been released early.

Arthur Carter, 50,  was sentenced in 2020 after pleading guilty to felonious assault.

The judge decided instead to send Carter to a halfway house for five years so that the judge can monitor him and keep him out of the public longer.

The case stems from allegations of misconduct from when Carter was a girl's track coach at Ursuline High School.

A Mahoning County Grand Jury handed up a 23-count indictment against Carter in 2018 that included multiple charges of sexual battery, unlawful sexual contact with a minor, using a minor in nudity-oriented material and disseminating obscene material.

The 20 sex-related counts were dismissed as part of a plea deal.
