Drivers heading west on Interstate 80 in Ohio from Pennsylvania found the going slow early Thursday due to a perfect storm of traffic issues.
Maintenance work on the freeway was causing traffic to slow down in Trumbull County, backing up westbound traffic from Logan Way to the Hubbard interchange.
In addition, State Troopers say a commercial vehicle broke down in the middle of the traffic snarl.
The patrol says it is diverting cars and trucks through the truck scale until the disabled vehicle can be moved out of the way.
