Youngstown City Council will meet on Wednesday to consider proposals to allocate $5.97 million in American Rescue Plan (ARP) funds for park improvements throughout the city. The funds would be used to rehabilitate and upgrade several parks, including Homestead Park, Crandall Park, Lynn Park, Roy Street Park, and others.

The proposed legislation would authorize the Board of Control to advertise for bids and award contracts to the lowest and best bidders responsible for the projects.

The proposed projects include:

The specific improvements for each park would be determined during the bidding process but could include upgrades to playgrounds, walking paths, landscaping, and other amenities.

The ordinance is being considered as an emergency measure, meaning it could take effect immediately upon passage if it receives the affirmative votes of six council members. Otherwise, it would go into effect at the earliest time allowed by law.

The proposal comes as part of the city's efforts to revitalize its parks and green spaces and provide recreational opportunities for residents. Mayor Tito Brown says the ARP funds would be a significant investment in the community assets.
