A Mercer County man already accused of exposing himself to delivery drivers now faces additional charges after a teenager has come forward telling state police that the suspect exposed himself to her early last year.
Richard Todd Miller, 57, of Coolspring Township, is charged with indecent exposure and open lewdness in connection with an incident that allegedly occurred on March 4, 2024, according to a criminal complaint.
The complaint states that the alleged victim, then 15, was walking her dog on Latonka Drive when she passed Miller's home. She reported seeing a nude man, later identified as Miller, exposing his genitals in a front window. According to the affidavit of probable cause, the man was alone, positioned close to the window, and facing the roadway.
State police noted in the affidavit that they had responded to Miller's residence for similar incidents of exposure and lewdness in the past, leading to previous charges. Authorities also confirmed that Miller is the sole male resident of the home.
This latest complaint comes after Miller was accused in March of repeatedly exposing himself in his windows to female delivery drivers on multiple occasions in February 2025.
The incidents occurred on multiple occasions, with the initial incident reported occurring on Feb. 6, at Miller’s home.
The victims were identified as a 27-year-old woman from Girard, Ohio; a 45-year-old woman from Youngstown, Ohio; and a 26-year-old woman from Cortland, Ohio.
For those incidents, Miller is charged with three counts of indecent exposure and three counts of open lewdness.
Miller's preliminary hearing for the new charges is scheduled for May 19 before Magisterial District Judge Daniel W. Davis.
