Sebring man declared Tier 3 sex offender, sentenced to prison

A Sebring man was sentenced to four years in prison Tuesday and declared a Tier 3 sex offender after pleading guilty to charges stemming from an investigation into child pornography downloads last year.

Mahoning County Common Pleas Court Judge John Durkin sentenced Douglas Brock, 63, following his guilty pleas in March to three counts of pandering obscenity involving a minor and a weapons charge.

Brock’s indictment by a Mahoning County grand jury in September 2024 included three counts of pandering obscenity involving a minor and three counts of illegal use of a minor in nudity-oriented material or performance. The charges arose from a May 2024 investigation, which began with a tip from the Ohio Internet Crimes Against Children Task Force alleging Brock had downloaded child pornography images.

According to a police report from the investigation, one of the alleged acts depicted a girl between 12 and 14 years old. Authorities searched Brock's home and seized his computer as part of the investigation.

As a Tier 3 sex offender, Brock will be required to register his address with local authorities every 90 days for the remainder of his life. This designation is typically applied to offenders considered to have the highest risk of re-offending.
