Legislation reintroduced to restore Delphi salaried retirees' pensions

Legislation to restore the pensions of more than 5,100 Delphi salaried retirees in Ohio has been reintroduced in the U.S. Senate.

Ohio-based Republican U.S. Senators Jon Husted and Bernie Moreno, as well as Democratic U.S. Senators Kristen Gillibrand and Gary Peters from New York and Michigan respectively have introduced the Susan Muffley Act of 2025.

If passed, this bipartisan legislation would restore the pensions of more than 21,000 Delphi salaried retirees who had lost their pensions after GM voluntarily terminated them when they acquired Delphi during the 2009 recession, including 5,180 in Ohio alone.

"Delphi salaried retirees were robbed of their pensions and the stable retirement they worked hard for throughout their careers. It's right and fair to ensure these workers - including more than 5,100 Ohioans - receive the pensions they earned," Husted said in a press release.

Moreno is also quoted in the release saying it's long past time for Congress to step in and restore these pensions.

The Susan Muffley Act was named after the late wife of a Delphi salaried retiree. If passed, retirees would receive a lump sum payment covering the lost pension benefits over the past 15 years with 6% interest added to account for the delay.

The pensions would be fully restored moving forward ensuring these retirees continue to receive their payments as if nothing had ever occurred.

Bruce Gump, the chairman of the Delphi Salary Retirees Association said it's about more than just the benefits; it's about proving their belief that this was done poorly.

“It's about how the government chose to treat us because they felt we were too small and too weak to fight back … this was dangerous and it was wrong to be done the way it was done,” he said.

This is not the first time the Susan Muffley Act was introduced in Congress. In July of 2022, the Susan Muffley Act passed the House of Representatives, but the Senate did not consider the bill. It was reintroduced in 2023, but once again never moved forward.
