YOUNGSTOWN, Ohio - There have been a lot of commercials about Issues 2 and 3 the last several months and it seems some voters are having trouble deciphering the two. This quick voters guide may clear up some of the confusion.

Lets start with Issue 3. A yes vote means marijuana use, both recreational and medicinally would be legal. It also gives exclusive growing rights to ten sites around the state.

Secretary of State Jon Husted calls that a monopoly. So Issue 2 was proposed to stop Issue 3. 

Issue 2 is known as the anti-monopoly amendment. A yes vote on Issue 2 would prohibit special interest groups from amending the constitution to create monopolies, or cartels.

Tom McCabe, Deputy Director of the Mahoning County Board of Elections says, "If you're against the legalization of marijuana in the state of Ohio, you want to vote yes on 2 and no on 3. And of course opposite if you're for the legalization, you're gonna vote no on 2, and yes on 3."

If both issues pass on Tuesday, Issue 2 would actually go into law first, because it was a legislative initiative. Issue 3 was a citizens initiative.  

Responsible Ohio, the group proposing Issue 3 says it is not a monopoly because after four years, the measure allows an additional growing site if the first ten can't meet consumer demand.

It still remains to be seen what exactly what will happen if both issues pass, many believe it will end up in the courts with the Ohio Supreme Court ultimately making the final decision.
