A Youngstown man is in jail after police say he stole fuses from a Boardman Walmart, knocking out its power completely.

30-year-old John Ference Jr. was arrested early Sunday morning and charged with vandalism and disrupting public services.

Officers were called to the Walmart on Doral Drive around 10:00pm Saturday after reports that its store and parking lot were totally blacked out.

Ohio Edison engineers were on scene, and told police that someone had tampered with the store's electrical boxes.

Police say the Walmart's manager said she spotted a man she didn't know at the electrical box of a nearby Pat Catan's earlier in the day.

Officers used the description provided to identify the suspect as Ference, who was then located behind a neighboring PetSmart on Doral.

Ference was subsequently arrested.

When asked if he tampered with Walmart's electrical box, Ference, according to police, said, "Well, I didn't take anything that wasn't needed."  Police say Ference said he removed parts for being unsafe and put them in a nearby creek.

Officers went to the location Ference indicated and found 19 cylinder-shaped fuses in the creek.

According to the police report, Ference said he had to dispose of them for the safety of others.

Ference was taken to Mahoning County Jail, where he is currently being held.

He was arraigned Tuesday morning in front of Judge Houser in the Mahoning County Court of Common Pleas.
