It's been six months since Mill Creek MetroPark Executive Director Aaron Young made an executive decision to let more than a dozen park employees go from their jobs.

Now, two of the parks newest commissioners are proposing policy change.

Commissioner Lee Frey suggested at Monday's park meeting that the treasurer report and answer to the board, rather than the executive director.

"It's very important that the treasurer is a totally independent resource that reports to the board and the board evaluates the treasurer. That is the reason why I am proposing this resolution and the only reason why I'm proposing this resolution. So, please don't read into it," said Frey.

Commissioner Tom Shipka suggested any plan by an executive director, that would have significant impact on employees, services, or programs must first be approved in a public session by the board.

"I want those brought to the board for its consideration and approval before a single person can unilaterally undertake a reorganization or other similar projects, such as what we had last February. This is what is behind my proposal," said Shipka.

Shipka's proposal was met with some discussion.

"It's not our responsibility to take disciplinary action against employees. It's the executive director. If we have a problem with his performance, then we evaluate his performance," said Board President John Ragan.

Ultimately, the proposal was tabled. Commissioners said they would revisit the idea after litigation related to the recent layoffs plays out.

Commissioners are also moving forward with a proposal to form community committees. The committees won't start until January and the specifics are still being worked out but, applications will be made available online and at the park's main facilities.
