A police pursuit earlier in the week, and an arrest warrant being served on a suspect on Saturday lead to a standoff in Warren.

Warren Police, who served an arrest warrant at 1435 Autumn Drive Northwest, found the suspect, 35-year-old Joshua Richards, unwilling to come out.

Officers had reason to believe Richards had a semi-automatic rifle and hostage inside. Richards was wanted on a warrant which alleges several criminal charges.

Sergeant Jeff Orth said, "We tried to make contact at the door and we weren't able to get a response from anyone. While we were out there, a family member showed up and said there was a possibility of her family member being held inside against her will."

Over the course of almost three hours, Warren police repeatedly called on Josh to come out or to call Warren Police to end this peacefully.

The hours went on with no response.

The Mahoning Crisis Response Team was called in to assist and make entry. The armored SWAT vehicle Bear was also brought to the scene. It is used for cover to add a level of safety for officers responding.

With the home surrounded by a show of force and no way out, Joshua Richards surrendered walking out of the home at around 1:20 p.m. with his hands raised.

A woman, 27-year-old Samantha Morrow came out of the home with the suspect and later told police in an interview that she was not held against her will. She was arrested on a warrant for an unrelated case.

Police say 24-year-old Africa Austin was also arrested on an unrelated warrant in connection with a prior offense.

The crisis response team cleared the home to make sure no one was being held hostage.

They located a semi-automatic rifle in the basement.

Joshua Richards faces multiple additional criminal charges in connection with his actions today. Police say they AR-15 he had at the home was reported stolen.

Richards will face the prior criminal charges of felonious assault, failure to comply, receiving stolen property and possession of drugs.
