Could Trumbull County issue a penalty for not wearing a mask?

Cincinnati is one of the latest Ohio cities to mandate a face mask and put a penalty for not wearing one behind that mandate.
Earlier this week Cincinnati City Council passed an ordinance to require face masks to be worn in public, and it's a $25 fine if masks are not worn that the health department enforces.
Could Warren or Trumbull County follow this lead?
Trumbull County is one of the 12 counties in the state at a level 3 on the COVID-19 alert system which means the governor has ordered masks to be worn.
County leaders say it's a lot easier for a city, rather than a county, to set up these rules and penalties.
But, Warren City Council members say it's the county's responsibility to police this issue based on advice given to them by the city law director.
Trumbull County Health Commissioner Frank Migliozzi says city and county governments are set up much differently and that it might be easier for cities to establish rules and enforcement.
He says their legal council is looking for a legal opinion on enforcement.
County Commissioner, Frank Fuda says they are continuing to discuss enforcement with the health department.
"THEY ONLY HAVE SO MUCH AUTHORITY. THEY CAN ACTUALLY CALL THE FACILITY EXPLAIN TO THEM THEY HAVE A SECOND CHANCE AND IF IT HAPPENS AGAIN THEY CAN WRITE THEM UP AND TAKE THEM TO COURT."
Trumbull Commissioner, Mauro Cantalamessa said, "THERE'S A PROCESS THAT HAS TO HAPPEN FOR THE HEALTH DEPARTMENT TO GET INVOLVED, THERE'S CITATIONS INVOLVED SO I THINK IT'S POSSIBLE BUT THE IMMEDIATE EFFECT IT WOULD HAVE WOULDN'T HAVE THE SAME EFFECT IT WOULD HAVE IF LAW ENFORCEMENT WERE TO BE THE ONES WHO ENFORCE IT.
Fuda says the commissioners have been talking each day about a solution to the enforcement issue.
