GROVE CITY, Pa. - A Grove City mother is charged after her toddler is found naked outside her apartment in the cold. 

Police were called out to the apartment in the 200 block of North Broad Street Saturday just before 6 p.m.

Police said in a report that the two-year-old was naked and outside.

Further investigation found the inside of the apartment was in deplorable conditions. 

The child's mother, Kelsey Sweeney, 28, has since been charged with Endangering the Welfare of a Child.

Children and Youth Services have since removed the children from the apartment.
