Youngstown Law Director not optimistic about chill can completion

Last week we brought you an exclusive report on the fight from Mitchell Joseph to continue construction of the proposed Chill Can plant on Youngstown's Eastside.
This afternoon Youngstown Law Director tells us that the city met with Attorney Brian Kopp, who represents Joseph, this morning.
Limbian says this morning's meeting was a hope to negotiate additional time for the chill can project, but with benchmarks not being met according to the city, Limbian expects this case to be decided in court.
"The agreement was that there would be certain benchmarks, those benchmarks have not been met. They're looking for an opportunity to maybe extend the time in which to get the plant up and running. We don't see that as a viable option given the past experience," says Youngstown Law Director Jeff Limbian.
Limbian adds that if this were to go to court, he expects proceedings to begin in June. He also adds there have been multiple inquiries about the land if the project weren't to continue.
