The delivery of two heavy packages with no return addresses prompted the evacuation of Youngstown City Hall on Thursday.
According to Mayor Tito Brown, security officers asked around and couldn't find anyone who had ordered the packages.
As a precaution, the building was cleared and the Youngstown Bomb Squad was called.
The Mayor said it turns out that the parcels contained batteries for neighborhood cameras that the city is installing.
Everyone was back to work before noon.
