Deputies with the Trumbull County Sheriff's Department were called to the Trumbull County Commissioners Office Tuesday afternoon after commissioners accuse fellow commissioner, Niki Frenchko of intimidating employees.

According to Trumbull County Commissioner Dennis Malloy, Frenchko was allegedly "barking orders" at employees demanding documents regarding the Human Resources department.

Malloy says she "became irate" and allegedly slammed the door, and went to the HR office where she demanded the documents stating that she would not leave until she got them.

Malloy tells us employees felt threatened by Frenchko, so the sheriff's department was called, noting one who was "visibly trembling." At around 4:00 p.m. the Commissioner's Office was cleared and employees were sent home early due to the incident.

A video provided to 21 News by Frenchko shows deputies denying the employee's request to remove Frenchko from his office.

"She has the right to be in here," a deputy said.

The video then shows the employee claiming that she had threatened him. When asked what threats were made the employee replied, "She said that I'm violating policy, I'm not cooperating with her. She's threatening my position here."

A second video provided by Frenchko shows interactions prior to deputies arriving. Frenchko is shown explaining the situation to the employee, who requested not to be filmed.

"We're voting on agreements tomorrow and you haven't provided them to me," Frenchko said.

The employee then replied stating that he had already provided the documents to commissioners and that Malloy has them and that Frenchko would need to ask him. Frenchko tells 21 News that as a commissioner herself, she is also required to receive a copy of these documents.

"As you can see from the video, they're not regarding me as a commissioner," Frenchko told us. 

When asked about her demeanor with the employees Frenchko admitted that she had an irritated tone in her voice, but denies Malloy's claims that she was "barking orders" and was "irate."

Neither video provided to 21 News shows Frenchko making any threats.

Frenchko is accusing Malloy of lying about the incident describing his claims as "pure hearsay" stating that he was not there during the incident only showing up after deputies were arrived.

Frenchko further claimed that Malloy is "trying to make it the people's republic of Trumbull County."

Malloy tells us Wednesday's meeting had extra security due to Tuesday's incident.
