AUSTINTOWN, Ohio - A Leetonia man was the lucky winner of a $1 million annuity lottery prize.

Frank Phillips won the $1 million second-tier prize in the Ohio Lottery's Billion scratch-off game.

The winning ticket was purchased at Hollywood Gaming Mahoning in Austintown.

The $1 million prize is an annuity which is paid as $50,000 per year for 20 years. Phillips chose the $500,000 cash option payout which is about $360,000 after taxes.

As of October 11, the Billion scratch-off game has 82 second-tier prizes remaining.

The odds of winning the million-dollar annuity is one in 235,636.
