Youngstown City Council gave the final go-ahead for a Designated Outdoor Refreshment Area, or DORA at its meeting Wednesday night.

It's part of a plan to breathe new life into the city's central business district.
The area will cover more than 30 acres and be the fifth of its kind in our area.
Fourth Ward councilman Mike Ray says the city safety committee and administration are handling the application of any crowd control measures.
He told 21 News after several readings - the measure sailed to approval.

"There was very little discussion," Ray said. "I would say that everything got, in the public hearing or any committee work that we did, there was no discussion in our caucus or during the meeting."

Other business on council's agenda included passing a 90-thousand dollar tax incentive to help P and S Wholesale Bakery expand in an industrial area of the west side. That will mean about 40 new jobs in the city.

Council members say it's similar to the one they granted Steelite a couple years ago.
That one used tax money collected from workers to be paid back to the company over time.
