2000: Susan Helper, an associate professor of economics at Case Western Reserve University, says Delphi Packard's move of final production from Warren to Mexico, begun 20 years ago, has resulted in 40,000 workers in Mexico and about 7,000 in Warren, and is a model of financial success for the industry.
