YOUNGSTOWN - A Warren, Ohio, man has pleaded guilty to federal charges for failing to report more than $1 million in business earnings over three years, resulting in an estimated loss of $155,000 in unpaid taxes.

The Justice Department announced that Sidney L. Glover Jr., 36, entered his guilty plea to making and subscribing false tax returns. He faces a maximum sentence of up to three years in prison, with a sentence date yet to be scheduled. A federal district court judge will determine the sentence after considering U.S. Sentencing Guidelines and other statutory factors.

According to court documents, Glover was the sole owner of Teaching Excellence, LLC, a company providing home healthcare services to individuals with disabilities. Most of the company's income originated from the Ohio Department of Disabilities, funded through Ohio Medicaid.

Investigators with the Internal Revenue Service-Criminal Investigations (IRS-CI) found that Glover did not file income tax returns for 2015 and 2016 until April 2018, at which time he also filed for the 2017 tax year. Authorities determined that Teaching Excellence, LLC generated more than $1 million in gross receipts for those three years combined, none of which Glover reported in his tax filings. He reportedly spent some of the unreported business earnings on personal expenses.

According to Ohio Secretary of State records, Glover’s company was incorporated in 2013 and dissolved last year.
