WARREN, Ohio - The couple accused of raping their own child, inside the Trumbull County Children's Services building, could spend the rest of their lives behind bars.

Felicia and Cody Beemer were arraigned on Friday.

Beemer had a difficult time composing herself in the courtroom.  She cried throughout the hearing and numerous times mouthed the words help me to her family.

Cody Beemer on the other hand sat back in his chair, emotionless.

The two are accused of raping their 13-month-old daughter during what was suppose to be a supervised visit inside Trumbull County Children's Services.

They allegedly taped the sexual acts on their cell phone.

Felicia's sister and mother turned the phone's memory card over to police.

Also on the card, investigators allegedly discovered video of Felicia raping a male family member who is now 21-months-old.

Felicia is now facing two rape charges.  Cody is facing one count of rape.  The rape charges prompted the prosecutor to ask for a high bond.

"The state would recommend bond be set in the amount of one million dollars due to the serious nature of the offenses and the mandatory life sentences involved in the rape count," said Assistant Prosecutor Diane Barber.

Felicia has several kids in the children's services system.

One of them, Tiffany Sue Banks, was killed by her foster mother back in 2009.

Felicia's mother, Loretta Banks, believes children's services is partially to blame for both the death of Tiffany and the rape of her 13-month-old grandchild.

Banks says, "I know my daughter did wrong, but children's services done wrong their self.  They need to be closed down here in Ohio because they're not doing their job." 

Trumbull County Children's Services has asked the Ohio Department of Jobs and Family Services to investigate their procedures including their visitation policies.

Beyond that, the director says they can't comment on a current criminal investigation.

Felicia and Cody Beemer are both expected back in court next week.
