CAMPBELL, Ohio - Campbell police issued an arrest warrant after a dog was found frozen to death with no food or water.

Police responded to a house in the 200 block of Reed Avenue and found the animal lying halfway inside it's doghouse, on a short chain on Tuesday. Authorities said the dog appeared to not only be frozen to death, but malnourished.

The city of Campbell is now working to toughen animal cruelty laws.

"The city is in the process of, has enacted some legislation, is in the process of enacting more to ensure that people take care of their animals if they own them. Because either you're going to take care of your animals in this city or you're going to end up in jail," said Lt. John Rusnak, with the Campbell Police Department.

Police have issued an arrest warrant for animal cruelty for Tameka Smith, 23, who once rented the Reed Avenue home.
