The name of the surviving victim has not been released.

An Ohio Department of Natural Resources spokesman said one man died and another person is recovering following a drowning in Bazetta Township.

The incident happened around 6:15 pm Sunday near the beach area.

Fire officials said a person had tried to save another person who had gone past the buoys and both needed rescuing.

Witnesses at the scene told 21 News that they had to make a chain of people to get them out of the water.

"We got him finally and we brought him back with a chain of people that, you know, held hands and got him on a float and got him back to the beach," said Kimberly Trice of Youngstown. "There was just frantic yelling trying to help him because they were doing CPR out on the beach."

A sign of the rules at the park show that there are not any lifeguards on duty at any time.
