WARREN, Ohio -

Two Warren residents are in custody after children were found wandering near the road.

Warren police say a man found a two-year-old and a four-year-old near Tod Avenue NW.

The two-year-old was found with no shoes on, and both children were messy and were in dirty clothes.

According to the police report, the children were walking around the neighborhood saying that their mom wouldn't wake up.

Officers said they spoke with the children and were pointed to the house they live in on Hunter Street NW.

Reports say two puppies also made it out of the residence.

According to the report, an officer entered the home and found 26-year-old China Jones and 30-year-old Desmond Smith asleep on an air mattress in the front room.

Police say Jones had vomit coming out of her mouth and Smith had marijuana residue near him.

Both Jones and Smith had a capias for arrest through Warren City Courts.

According to the report, Jones is facing a child endangering charge.

Jones and Smith are being held in the Trumbull County Jail.
