A report released Friday reveals more about what happened the afternoon before to prompt the evacuation of a street in Warren.

21 News has obtained the Warren Police report on the arrest of 45-year-old David Foor on charges of aggravated menacing and misconduct at an emergency.

A woman who lives on the 1600 block of West Avenue NW called 9-1-1 to report that her ex-boyfriend put a homemade bomb in her car, and that smoke was coming from the “bomb”.

The first officer on the scene said he found a large container filled with liquid in the back seat of the car.

According to the report, the bottle wasn't smoking but it appeared to be expanding.

The officer backed away from the car and after blocking off the street, he began knocking on doors, telling people to evacuate their homes and move away from the plastic container.

When firefighters arrived, the officer said the container had now expanded to twice the size it was when he first saw it.

It was just about then that 9-1-1 dispatchers got a call from a woman who said she had been taking a nap and was still in the the house next to the “bomb” unaware what had been going on.

Officers say she and her three dogs left the home and were taken to safe distance from the car.

Experts from the Youngstown Bomb Squad and deactivated what they described as a “Drano Bomb”.

As people were being allowed to return to their homes, police say they arrested David Foor and took him to the Trumbull County Jail.

Foor pleaded not guilty during his video arraignment in Warren Municipal Court on Friday.

His bond was set at $15,000. The next court hearing is scheduled for May 30.
