ROGERS, Ohio - Surveillance video of a man blowing leaves with a shotgun slung over his shoulder had helped lead to the arrest of a Columbiana County man.

The FBI arrested 59-year-old Theodore Lutton last week on a charge of a felon in possession of a firearm.

According to a federal affidavit, the FBI saw a surveillance image of a man with what appears to be a shotgun blowing leaves outside Lutton’s home on Scotts Mill Road in Rogers.

Although the affidavit did not identify the man pictured on the surveillance, agents obtained a warrant to search the home three days later.

The search turned up at least 20 firearms, blasting caps, a hand grenade, three ballistic Kevlar vests, an improvised explosive device, and a dead bald eagle, according to the affidavit.

After learning that Lutton may be staying in Mercer County, agents arrested him at a Baldwin Avenue home in Sharon on Friday.

The FBI says that during the arrest agents found two rifles, a revolver, a scale, and a white powder that the affidavit says could be crack cocaine or heroin.

When the FBI asked Lutton about the firearms, Lutton replied “I, as an American citizen am not allowed to have firearms?”, according to the affidavit.

The FBI says as a convicted felon, Lutton is prohibited from having guns.  Lutton was convicted in 1992 of possession with intent to distribute marijuana.

During a hearing in U.S. District Court in Youngstown on Monday, a public defender was appointed to represent Lutton who remains in the Mahoning County jail awaiting a detention hearing next week.
