CLARK, Pa. - An audit released for a volunteer fire department in Mercer County on Wednesday details reported violations. One of which could cost the department funding.

An audit for the Clark Volunteer Firemen's Relief Association details eight violations, including four noncompliance violations, along with four other violations. The violations are listed below

- Noncompliance with prior audit recommendation (Inappropriate commingling of funds)

- Noncompliance with prior audit recommendation (Inadequate signatory authority for the disbursement of funds)

- Noncompliance with prior audit recommendation (Failure to hold relief association meetings and failure to document minutes of relief association meetings)

- Noncompliance with prior audit recommendation (Failure to update the relief association bylaws)

- Undocumented expenditures

- Failure to comply with relief association bylaws

- Inadequate financial record-keeping system

- Failure to maintain a complete and accurate membership roster

The undocumented expenditures finding states that the association was unable to provide adequate supporting documentation for $2,360 worth of expenditures during the current auditing period, and $5,298 worth of expenditures during the post auditing period.

These expenditures were paid to an affiliate fire company, as well as an equipment vendor.

According to the report, failure to correct this error could result in a total withholding of funds unless the association provides sufficient documentation of the undocumented expenditures within 60 days.

Association Treasurer Ron Sanford tells 21 News this was a "bookkeeping error" and that the association is currently working on getting the proper documentation on those expenditures to the Pennsylvania Auditor to avoid the loss of funding.
