HOWLAND - A Toronto, Ohio, man will remain in the Trumbull County Jail without bond following a shooting involving a Howland police officer last week.

Collin Scott Gilmore, 25, was arraigned a felony charge of inducing panic in Warren Municipal Court on Tuesday morning. It was there that Gilmore pled not guilty, and Judge Natasha Natale ordered that he be held in jail without bond pending a risk assessment.

Gilmore did have a short outburst during the arraignment saying "it's about time" repeatedly when the judge called his name. 

The charge stems from a Feb. 13 incident that occurred just after 11 a.m. near the 100 block of Niles Cortland Road NE.

A police report states that an officer was approached by Gilmore while working an off-duty detail in the parking lot of the former Wahaka Taco building.

Police have not revealed much information on what happened but sometime after the encounter a separate officer Brandon McDaniels fired his weapon and shot Gilmore.

No officers were hurt during the incident. Gilmore was the only person injured and received medical treatment before being moved to jail. Chief Nick Roberts did not say if Gilmore had a gun at the time of his arrest only stating "everything else is still under investigation."

According to police records, a 2003 Lexus SUV was seized as evidence from the scene.

McDaniels has been placed on paid administrative leave while the shooting is reviewed. The Ohio Bureau of Criminal Investigation is leading an independent look into the case, which is standard when an officer fires a weapon.

The Howland Township Police Department is also conducting an internal review to ensure its rules on the use of force were followed.

Just a week before this incident, Niles police had a run in with Gilmore. During a 911 call Gilmore said “someone is after him” but wouldn’t say who and that he “thinks he’s going to die”.

Further back in July of 2025 he was arrested for disorderly conduct and drug possession in Bazetta Township after being found “stumbling” around in a Walmart. Police said his “speech was heavily slurred, pupils dilated and unable to keep his thought process”.

Gilmore is due back in court for a hearing on the inducing panic charge Friday, Feb 20.
