Warren City Council got its first look at the mayor's 2009 budget.

The proposed budget includes 55 layoffs as the mayor was forced to cut 3.2 million dollars in expenses.

20 layoffs are in the police department, 11 in the fire department and the rest are in other city departments.

Mayor Michael O'Brien says city income is way down while expenses continue to rise.

O'Brien says the money generated by the safety services levy barely covered a fraction of those departments' budgets due to the drop in income tax collections.
