EAST LIVERPOOL, Ohio - River Road in East Liverpool is no stranger to high water. It's listed by the National Weather Service as the first impacted road of high water at the Ohio River. 

Sunday evening city officials sent out an alert that beginning late Sunday night River Road would be closed to traffic. 

The alert said, in part, that the closure was done as a precautionary measure. 

A portion of the alert reads, "Those living and working on River Road are urged to stay weather aware and watch for rising waters." 

According to the National Weather Service, the Ohio River at East Liverpool is expected to reach "Action Stage" by 2 p.m. on Monday. The river is forecasted to crest at 15.8 feet by 8 a.m. on Tuesday. 

According to information from the NWS, at 14 feet river water covers low spots near the concrete factory on River Road and Slate Road near the Ralston railroad crossing. At 16 feet water floods portions of River Road below the Route 30 bridge.

Drivers are reminded to stay off the road and to "turn around, don't drown". 

Life-long resident Michelle Milewski says she has learned to keep an eye on the river, "I used to live down in East End where they would flood and come up where my house was and I always hated it."

Earlier Sunday several orange cones were placed on River Road near the man-hole covers of the city's storm sewer lines. City officials say because of the high water pressure some of the covers were being pushed off.
