A former Youngstown Police Lieutenant who faces fourteen counts of dereliction of duty has been granted $39,147 in severance pay by the city.
The severance was approved for Brian Flynn during the city Board of Control meeting on Thursday.
According to an item submitted to the board by police chief Carl Davis, Flynn was fired in December after spending 21 months on paid leave.
The city is contractually obligated to pay Flynn the severance package which was for time accrued from vacations, sick days, etc. in addition to a salary of more than $151,000 during his time on leave, based on Flynn's salary from the time he was on paid leave. Flynn's annual salary for 2021 was $93,969. 16 and $80,755.44 for the approximate 11 months he was paid for in 2022.
According to Flynn's personnel file, in April of 2021, an investigation took place stemming from alleged unwanted sexual contact in his office back in 2015. However, the nature of the alleged contact is unclear.
Additionally, In October of 2022, Flynn was charged with 14 counts of Dereliction of Duty.
According to city Law Director Jeff Limbian, the charges stem from an alleged failure to investigate over a dozen cases of child sex abuse or child pornography.
A visiting judge is scheduled to hear motions in the dereliction of duty case in March.
