A Youngstown police officer who has been on paid leave for more than one-and-a-half years now faces 13 counts of neglect of duty.

Youngstown Law Director Jeff Limbian has confirmed to 21 News that thirteen second-degree misdemeanors have been filed against YPD Lt. Brian Flynn for allegedly not following up on potential child pornography and child sex abuse investigations.

According to Youngstown Municipal Court records, Flynn is scheduled to appear for an arraignment on November 9.

Flynn was placed on paid leave in March 2021.

21 News obtained Flynn's personnel file which included previous disciplinary notes.

The first was in January 2015, when he did not report while on call. He was given a written reprimand for the incident.

A second incident from April 2015 was an investigation into alleged unwanted sexual contact while in his office. According to the discipline agreement, Flynn was found to have violated a number of YPD rules, including conduct unbecoming, neglect of duty, and standards of conduct for supervisors, managers, and administrators.

That investigation resulted in five days of unpaid leave and an EAP assessment for Flynn.

Lieutenant Flynn was hired by the Youngstown Police Department in August 1998. He was promoted to detective sergeant in 2006 and promoted to Lieutenant in 2011.
