A mentally challenged man from East Liverpool who had been missing since last weekend was found safe Friday.

Hall was found on Penn Avenue in downtown Pittsburgh this morning.

Delbert Hall, 31, went to Kingsland, Georgia with his father in June.

He returned home on a plane on July 4, but his mother, Sharon Kidder, did not know he was coming back until she received a phone call from a relative in Georgia the following day.

"She did not really call me or nothing until Sunday, and when the Allegheny police department had talked to Delbert," Kidder said.

It appears Hall had been asking strangers for a ride home from the Pittsburgh airport, and wandered off when police asked him to stop.
